Act and Rule

The Kerala Panchayat Raj Act is a comprehensive legislation aimed at strengthening the local self-government system, upholding democratic values, and ensuring people’s participation in development activities. Through this Act, administrative power is transferred to the grassroots level, thereby putting into practice the idea that people are the true source of power in governance. Local self-government institutions established at the village, panchayat, block, and district levels formulate and implement development plans based on the needs of the people. Gram Sabhas and Ward Sabhas have been given a significant role in ensuring the active participation of citizens.

Under the Act, emphasis is placed on the coordinated implementation of social justice, economic development, environmental protection, and infrastructure development at the local level. Women’s empowerment and the advancement of socially disadvantaged sections of society are also among the key objectives of the Act.

The primary objective of the Kerala Panchayat Raj Act is to bring the true spirit of democracy closer to the people, foster self-reliance and self-respect in rural areas, and achieve sustainable and inclusive development through local development initiatives.
